Thanks to all that responded with suggestions.
Shirley had the solution presented below.
It appears that to get the call number into the record all item values
must be in the 949 1 fields with item labels.
There is more than one set of labels. On our system 'sta' is the status
code for 949 but in 949 1 it must be 's'.
The manual wasn't a lot of help. More confusing than anything.
The key was seeing a real live example.

We do have call numbers in the bib records and not in the item
One department is loading some special files and wants a call number
also in the item record.
(I would prefer that it be a note record.)
