Just an update on this: Our network administrator spent a day last week trying to figure this out, and he thinks he found the source of the trouble. It apparently has to do with some older network switches that the library's wireless was using. We don't know for sure whether Windows 7 was part of the problem, since the switches were upgraded from very old to old versions of Nortel hardware at about the same that we went to Windows 7 on our library laptops. We have no trouble with Millennium on newer, non-Nortel switches. We're also not sure if the 32-bit vs. 64-bit OS was involved, but that's possible, too. We were also having some trouble with Macs on the wireless on the same switches.

Check in network management to see if your wireless access is local only.

We had this same problem. I'm not sure if all was resolved with making sure we installed the Mil client by rt-clicking and RunAs admin, but that was a crucial thing that we initially forgot.
