[IUG] Order of Record Displays

I'm struggling with an issue regarding the order of the bibs displaying 
in the brief display.  We have more and more titles, both monographs and 
serials, in both print and e-format.  Reference folks would like the 
e-format to always display first in the list.

I've tried several things
--adding a GMD of 'print' to the print titles.  This flipped them in 
some cases but not in others.
--downloaded new copies of bib records for the electronic so that they 
had a 'newer' III b number.  Worked for some but not others.

I may be missing something, but all things being the same except the 
GMD, what determines the order and has anyone succeeded in controlling 
it.  We are on 2009B with WebPac Pro and the 2009B example set.
