Generally speaking, yes. On Unix based systems process IDs are allocated sequentially, so a process with a higher PID was
_probably_ started after one with a lower PID. However, there is a maximum value for PIDs, and once that is reached the system will
restart with lower ones. So it is possible that (to use your example above) process 415 was started after process 29,000.
