We are having the same issue....It is intermittant [of course] we are using dell optiplex 790....imho it's a network issue as it isn't always a millennium issue but sometimes an outlook issue or an office 2007 issue or an IE issue.
All of our pcs experience it at sometime or another including mine.....I just got asked how old was my III server since IT is trying to cover all bases on this one.

We have a couple of staff workstations that lately have had an issue when running Millennium and usually other programs (Office, IE, etc.). The user will be using Millennium (usually MilCirc, patron transaction or running a review file) and when they toggle over to another program, their screen then shows a partially rendered Millennium screen along with partial rendering of the other program they toggled to (Excel, etc.). Both workstations meet the system requirements/recommendations, have 2G of RAM, etc., and are running XP. One is a Dell Optiplex 755 and the other is an HP DC 7900. For both users, I have cleared out all cache, ran disk cleanup, etc., and made sure that C:\Millennium folder has write access. I've even uninstalled and reinstalled (our IT dept's suggestion). It might be okay for a day or so, but then the problem starts again.
Any ideas or sound familiar to anyone on the list? I know our IT dept is going to say it's the software. :-\
