[IUG] Combine empty records files in Create Lists?

Is there a way to combine empty Record Files in Create Lists to make a very large Record File?
We have one with a Max Records of 400,000 and one with a Max Records of 300,000. Is it possible to combine the two in order to make a 700,000 record file?
