[IUG] security of SMS link in WebPAC

Our network admin is concerned that the SMS "send via text message" link in our WebPAC is an open relay with the client specifying the destination and having full control over the message.  For this reason the SMS feature is our catalog only works if the patron is on campus.

What can I say to allay his fears?  I really need this to work for everyone who wants to use it.
