[IUG] Edifact ordering and edifact invoicing - do you need both?

We are thinking about purchasing Edifact invoicing. Do you need Edifact ordering in order for Edifact invoicing to work correctly? I know that they are 2 different products, but I can't tell how interrelated they are.
We currently send orders to our vendors through their websites. Then we download the brief bib and order records from their websites into our ILS. The vendors catalog and process our materials. We receive a file with the full bib and item records about the same time that we receive the product. We manually process the invoices in the acquisitions module. I know our workflow for both ordering and/or receiving would end up changing if we purchased either or both of these products.
Our book budget has been cut in recent years and it is about $300,000. Is there a point where it makes sense to purchase Edifact invoicing rather than manually processing the invoices?
