I believe that enabling wwwoption UPDATECIRC will solve your problem. Once enabled, users' last circ activity date is updated whenever they login. See IGR Page # 106891 (Release 2009B Rev. 2).

Also, if your library had any of a number of Innovative's patron APIs and web services, they also automatically update patrons' last circ activity dates when used. See also IGR Page # 105467.
