[IUG] Time B4 Renewal - Not Consistent

Linda, noticed something today with Dawn Plummer. She checked out 2 items on 10/27. One item (1000381263) was checked out at 16:42 and due 11/17. She tried to renew it this morning and got the message that it was too soon to renew. The weird thing is that she checked out another item (1000436036) on 10/27 at 19:22. She WAS able to renew that item, didn't get the "too soon to renew message." 1000381263 has loan rule 30 assigned. 1000436036 has loan rule 28 assigned. Their time remaining b4 renew differ. Loan rule 28 has 20 and Loan rule 30 has 21. Shouldn't all renewable items have the same time b4 renew? And should they all be 20? Poking around, some are 20, some are 21. Anyway, a patron would be confused as to why some items renewed, some did not, since they don't care/know about loan rules.
