[IUG] Item Status 'o' and Override

I am trying to puzzle through whether it is possible to establish within the loan rules or determiner table (or I suppose via some other means) the ability to automatically override Status 'o' (LIB USE ONLY) materials.

The manual states that Status 'o' is hardcoded to require an override, but I seem to get conflicting information depending on who I talk with.  Some seem to suggest that there is a way to set up the loan rules and / or determiner table essentially overrule the override function of status 'o', but I'm at a loss to figure this out.

As a matter of background, we are in a shared library setting, so any changes we make to our system would impact others.

Any thoughts on this puzzle?
