The part that's out of whack depends on CSS to be otherwise, and the
style sheet in your live WebPAC is not the same as the style sheet in
your staging WebPAC.  (I'd tell you how I know that, but I'd have to
kill you.)  Most importantly, there's a bunch o' comments in the
staging sheet in the neighborhood of your entries for topnavbar
stuff.  I'd copy your style sheet from live to staging, and I'll bet
you'll see a radical correction.  (I just did using the Web Developer
Edit CSS mechanism.)
