Millennium is not treating them as separate records. It is merely listing that record under both ISBN's, and both titles. If the record number is the same, then it is just one record--it simply is appearing in your list twice. This is normal, and due to the fact that both ISBN's have to be in the index. The browse list simply lists the results of a search on the relevant index, so the same record gets listed twice, under each entry in the index.
