Thanks for all your replies. I found the instructions in the manual
from one of your emails as to how to set up the request rule, but like
Amy says, I can't find where to add this. Can we only access the
Request Rules Table if we've had ASAA training? Otherwise, where is the
table located?

You can ask III to make bib level request rules as well as item level request rules. I thought there was also a setting in INNOPAC, but when I look at A A S O C (Circulation options), I can't find it.

Can anyone tell me if there is a way to prevent holds from being placed
on bib records for downloadable titles/ebooks? I know a loan rule can
be set up making an item type nonrequestable but we don't attach item
records since there is nothing being physically circulated from our
collection. We can't do a similar thing for the material type? We
don't want to suppress the bib records for these titles since the 856
URL is a way of direct access to these titles (in addition to going
through the appropriate website). Is there any field on the bib record
that can be altered so bib level holds could not be placed? I ran a
list and discovered that we have bib level holds on 28 of our digital
titles! Any suggestions would be appreciated.
