[IUG] INSERTTAG_INHEAD

We're changing a few things on our WebOPAC and I've been testing them on our staging port.  Unfortunately, the INSERRAG_INHEAD web option does not appear to be working.  I've made sure that everything is on the same line with no line brakes.  But the code doesn't seem to show up when I view the page.

Any suggestions?
