[IUG] Returning billed items in 2009B

Our "Check-in of billed item" option is set to "LARGER: FINE, BILL FEE."
Yet, we had an item today returned that had been billed for $24.99
returned, which we would expect to waive the $24.99 combined item charge
& processing fee, leaving an $8.00 billing fee.  Instead the $8.00
billing fee was added *and* the $24.99 fee was left on the record.

 

Has anybody else seen this behavior with release 2009B?
