[IUG] Star TSP100 Receipts and Cutting

We currently are moving from the Epson TM series receipt printers, to
the Star TSP100 printers for all Express Lane/Self Check stations.
However, even with the TSP100 software drivers installed, the printers
are not cutting at the end of the receipt.  The Star printer cuts in
Windows just fine, and the settings for the Windows driver are set to
Partial Cut.  Inside Millennium, all settings for Receipt Printer are
set correctly, with the addition of auto cut.  Someone suggested
manually changing the print.properties, which I tried.  I have tried
many other configuration combinations to get the printer to cut within
Millennium, but to no avail.  Can anyone assist?
