Okay, that message was incorrect.  The {if} tokens are there with appropriate {xif}. I'm still stumped.

You may want to start by closing all of the {if...} tokens in your patNameAddress and patActionsLinks blocks with {xif} tokens on your patronview_web.html page, per manual page #106985. Since those xif tokens generate closing markup tags, the absence of them will usually cause unexpected (and unwelcome) browser behavior.
