Said it before but don't mind saying it again -- the order of fields within a field group in webpub.def does not affect the order that they display in the WebPAC. In the WebPAC, MARC fields within a III field group display in the order in which they appear in the bib record. (And just to confuse matters, the WebPAC MARC display view is in strict numeric order, regardless of field group or order in the bib record.)
