Because you don't have a wildcard DNS entry for *.catalogue.wellcome.ac.uk and your PROXYDNS wwwoption is not set. 

If the PROXYDNS is not set, the system uses the value for your system's internal HOSTNAME. In your case, that must be libsys.wellcome.ac.uk. In our case, our HOSTNAME is oscar.scu.edu, but our wildcard DNS is *.sculib.scu.edu, so our PROXYDNS is set to sculib.scu.edu.

If you get the wildcard DNS entry for *.catalogue.wellcome.ac.uk, you would then have to change the PROXYDNS wwwoption to match or you would have to change your internal HOSTNAME value. Note, though, that you can only have one PROXYDNS value [1], so you can't use both *.catalogue.wellcome.ac.uk and *.libsys.wellcome.ac.uk proxied addresses at the same time [2].

Going with the *.catalogue.wellcome.ac.uk does make sense, especially if you decide to go with a wildcard DNS entry for the same in the future.

Innovative should always be involved in any domain name change. They may not need to make any changes on their end, but only they will be able to determine that.

If you put multiple PROXYDNS entries in your wwwoptions file, the one that occurs last is the one that is used.

It might be possible with the new Apache front-ends and mod_rewrite to configure *.libsys.wellcome.ac.uk requests to go to be redirected to *.catalogue.wellcome.ac.uk which would allow you time to fix all of the proxied links with little to no impact on your patrons. I stress 'might' since I don't know how much Innovative is willing to do with the configurations of the Apache front-ends.
