Have you checked to see if you need to proxy the hostname(s) that the PDF documents are coming from [ content.ebscohost.com ]? If you don't need to proxy them then you could leave that host out of the WAM table. If that host doesn't care about the origin IP address and instead uses cookies, referrers or some other method to restrict access, then you might not need to proxy that server and the PDF documents would just load normally according to each patrons' browser and plugin settings.
Might be a lot of work to switch from the wildcard *.ebschost.com to all of the individual hostnames that do require proxying, but it might be worth it in the end if this is really important to your patrons.
