Well, that's as may be.  What about all the systems that that use NCIP
DCB-3.  Like URSA, VDX, and Relais.  They all have the exact same
problem - lack of NCIP responder functionality on the part of
Millennium.

It's pretty simple what needs to be done.  Just implement that piece
of functionality.
