I have an answer to the second question:

Changes made to woptions in staging will only affect staging; live will
only affect live.  You can switch between live and staging with the
"Select a file option" in the web options screen.

Two related questions

Anyone have any ideas why the wwwoptions file might not show up in
Millenium when I select the wwwoptions button. I have authorization 32.
I also tried the Add button but nothing happens.

Related question. If I'm working in the staging area will changes made
to the wwwoptions file from Millenium be recognized or are there two
different wwwoptions files in play between staging and live?
