Hmmm. We don't use the holdingsmsg token, but I added it to briefcit on our staging port, and I'm seeing the same thing you're seeing, which I think is incorrect behavior. You have status "o" in your availlim_stats wwwoption, which should mean that anything with the status "library use only" should show as available. (Unless the manual is completely wrong about how this token works.)

Note that in both of our systems the "Limit search to available items" search limit is observing the availlim_stats wwwoption; it's just the holdingsmsg token that seems out of whack.
