Try making your action end with just search/, removing the ~/a?a.
Here's ours, which you can see at http://www.plsinfo.org/:

Hello,

It's a little late in the game, but a month or so back we finally took
the
plunge and upgraded our catalog to WebPac Pro. I was very relieved to
see
that the catalog continued to work as normal, and it took a little while
before I discovered the one thing that seems to have gotten busted: the
catalog searchbox on our library webpage. All the searches work
normally
except for the keyword search, which now results only in messages that
"This
record is not available". III refuses to help, since the code is not on
their server. Can any of you tell me my error, and how to fix it?
