[IUG] holds expiring for on order items before item arrives

We have our holds expire after 1 year. Most of the items we acquire come
within 6 months of ordering. Sometimes we add in a dummy bib record for
a title because there is demand for a title that we aren't able to order
yet, but there is demand from our patrons to start placing holds. (Harry
Potter is a good example. The latest example is Brisingr, by Christopher
Paolini.) Is there a way to make an exception to the expiration rule for
an occasional record, so those first people on the holds list don't lose
their place if the item isn't published until over a year later?
