[IUG] 856 links from bib display

I was looking at another library's catalog and found the 856 links
looked nothing like those in our catalog.  Rather than the 856|u, the
link from elsewhere.edu's catalog looks like

http://www.elsewhere.edu/search/tGuidelines+and+standards+for+the+use+of
+volunteers+in+correction/tguidelines+and+standards+for+the+use+of+volun
teers+in+correction/1%2C1%2C1%2CB/l856&FF=tguidelines+and+standards+for+
the+use+of+volunteers+in+correction&1%2C0%2C%2C1%2C0

The 856 in the MARC display of their record is just like ours.  It
contains the url to the resource and nothing more.

Is this difference in the link necessary because the linked page appears
in a frame?
