Doesn't make a huge difference here. I've tried setting the policies using 1.6.x and 1.5.0_12 and testing logins using 1.6.x and 1.5.0_12, and although a few more password composition pieces work after using 1.6 to set the policies, they are not consistently enforced, enforcement appears to be JRE-version dependent, and I've yet to have a completely successful test result.
