I have not seen this error in TNS (we do not have that product), but have seen this happen with other apps in general. Often, it is an installer for a program that overwrites the correct version with an older incorrect version for your OS. You might wish to look at the version, see if it differs on another machine with the same OS and SP, and if it differs, replacing it with that version. That *might* solved the problem.
