I've seen this error when the system is trying to email a customer with a malformed email address. This is what I've told staff -

"When you run notices and get the message "Cannot Email to all patrons. Failures
will be appended to the print queue", you can look at the bottom of the notices
to Print and see the failed emails. You have all the info you need about the
customer. Just scroll all the way down to the end of the print notices and
you'll see the failed emails."

If you look at the email address of the customer in question, you will likely see an error in the email address. We see errors like no @ or a comma instead of a dot.

To be proactive, you can create a review file in Create Lists of patrons with malformed email addresses. We do this monthly.

PATRON EMAIL ADDR not equal to ""
AND PATRON EMAIL ADDR All Fields don't have "@"

We just went live on Millennium (2007) last week. We are having an issue
with notices. After sending about 40 emails (even though there can be
300-700 notices needing to be sent by email) we get a popup saying,
"Cannot Email to all patrons. Failures will be appended to the print
queue." Innovative support has not been able yet to identify the
problem. Has anyone had this issue and figured it out?
