I think we need some terminology clarification first, because the navigation 
row appears on all screens, and on a bib display screen, the link to WorldCat 
in the navigational row works.  What I see in your catalog is the following:

-  On a record display, the link to WorldCat in the navigational row appears 
and works.
-  On search results displays, aka browse displays, I see a textual link 
"Resource" in the navigational row that doesn't do anything.
-  On search results displays that result in records, aka record browse 
displays, e.g., when the search is a keyword search, I see a working link to 
WorldCat at the record level, but a non-functional textual link in the 
navigational row.

Assuming that the piece you're trying to fix is the non-functional textual 
link in the navigational row, this is the piece controlled by the two browse 
parameters in the webaddress wwwoption, for which you have no values.  Also, 
you have an equals sign in the value of your wwwoption, which results in 
WEBADDRESS==..., which can cause all sorts of problems.

So...try getting rid of the extraneous =, then fully flesh out the wwwoption 
(manual page 106904) to include the browse-related parameters, and see if it 
makes a difference.
