you should be able to have Innovative alter your request rules to take care of this so they
are not requestable. If you have the Advanced system Administration you can do this
without their help also.

Sometimes it is easier to do this if you have an item record attached with a specific location, but
it can be done with other elements also. We have a lot of ebooks in the catalog but they are
not requestable.
