I think this may have been the issue. I'm currently out of the office and
monitoring IUG email sporadically, but it appears that our sites reporting
issues wer able to connect to LC earlier this week. I haven't seen any
further reports in my inbox.

The Library of Congress is currently updating it's catalogue (May 9-18).

Several HALAN sites are also reporting connection issues and I assumed it
was a trafic problem but promised to look into it for them.
I'm afraid I don't understand your reference to "the SRU server," though,
not being a cataloger myself. Could you elaborate?

Leo,
I just gave it a quick whirl and didn't have any problems. Of course, I
know that they throddle their z39.50 access quite a bit, so it's not unusual
to get denied access periodically. To protect from that, you should use the
SRU server. You'll get the same results as the Z39.50 queries (and the data
can even be return in MARC depending on the client) and as a bonus, the
service doesn't seem to have the same throddling limitations.
