OK- so by "tabbed display," do you mean the large tabs on the tops of the page or the bib display tabs?

It depends.  Multiple site-provided style sheets have never been a 
requirement;  the possible need came about if you were using the 
tabbed interface and you wanted the tabs to look right in IE, in 
which case it was advisable to use an IE-specific style sheet in 
addition to the "regular" style sheet.  If you decided to not use the 
tabbed interface, then you didn't need the IE-specific style sheet.

The version of bib_display.html in the R2007 example set does not use 
a tabbed interface, so if you're prepared to ditch your current 
tabbed look in favor of the look in the R2007 example set, then you 
won't need the IE-specific style sheet.  If you want to keep your 
tabbed look, then you'll need to continue using an IE-specific style 
sheet if you want it to look good in IE.  As usual, since there's no 
requirement to use the example set files with any particular release, 
the choice is yours.
