bib_display.html is a customizable file---if you don't create it, it doesn't
exist. If you look at the source code of a bib record display in your PAC you
see:
this is default <bib_display>
...which means the system is providing the parameters for the bib record
display. If you were using the customizable file it would say:
this is customized <screens/bib_display.html>
So you're not seeing bib_display.html in Web Master mode because you don't
have a bib_display.html file in your system.
