[IUG] Request processing on cancelled orders

Our library is going live with Acquisitions in a couple of weeks and
I've got a question about request processing on cancelled orders.  We
will allow holds to be placed on bibs with just an order record
attached, however, we won't want to allow holds on orders with a
cancelled status.  If the bib record just has an order record attached,
that's fine.  But what happens if the bib has some items attached that
are holdable and the order record has a cancelled status?  Will a
bib-level hold still be allowed, or will the fact that the order record
is cancelled stop all holds even on available material?
