A starting point would be to contact the III Help Desk and ask them to clear the proxy cache file. Then, with an empty file start timing proxy connections. Per chance is your server running HP-UX as the operating system software?

Hi Folks,
We have been having significant problems with WebPAC response time,
upwards of 90 seconds, for about 2 months. Some testing this morning
suggests the culprit might be our proxy server. The proxy worked fine
when we were using /search, but when we transitioned to /search~S51, the
whole thing bogged down. Does anyone have suggestions for something to
look for on the proxy server end that might be causing the problem? (We
use the proxy server so people can access the subscription databases
without having to authenticate individually.)
