You may already have considered this, but I can think of a couple of ways.
-- To make them fully different, you need a scope for each type. People
often use scopes for different consortial partners.
-- To make only the first page different, you can do that with the
creation of different mainmenu/opacmenu files. This assumes that you
have a place to direct different populations to specific pages. For
example, you might put links on your library home page to these specific
pages.

I've read the user manuals on csdirect and also the webpac faqs but am
still not sure exactly how to proceed.
I did approach III but they just told me to read the manuals - which I
had already done, and did not find very enlightening.
Any help would be greatly appreciated,
