Is there a firewall involved here that is not configured to allow telnet to this machine?

Dear All:
Id like to ask if some of you have experienced telnet problems on their servers? I have this problem over ours since Friday. Problem is III cant make a connection because the telnet is disabled. we are running on tru64 unix machine. is there a way to enable the telnet and ping commands and/or file? Our server IP is 202.123.56.63 and this is only accessible if you ping it but not through telnet or http. Is this an OS issue? I hope someone can give me some advice on this.
