Hello Lisa,

If you take a look to the source of your bib_display.html you will see the
following instructions:

<!-- 2006 WebPAC Pro Version, set from 26 March, 2007 -->
<!-- This file last changed: 15 October, 2006 -->
<!-- In order for the tabbed display to work when using the bib_display.html
and bibdisplay.js provided in the Pro sample set, the
customer needs to have bibdisplay.js and the conditional IE comments
added into the INSERTTAG_INHEAD wwwoption.
See release notes for exact wwwoption details -->

You need to add the conditional comments to your INSERTTAG_INHEAD wwwoption
which is under "General Display and Behaviors"

<script type="text/javascript" src="/screens/bibdisplay.js"></script><script
type="text/javascript" src="/screens/brief.js"></script><!--[if lte IE
8]><link rel="stylesheet" media="all" type="text/css"
href="/screens/ie_styles.css" /><![endif]-->

HTH,

Victor
