Darrell,

Your scenario could be correct if all staff are working on Circulation stations. The problem here is those wrong initials are for staff who work in cirulation back offices and shelver supervisor who never comes to work on Circulation stations or do any circulation transactions. To eliminate this possibility, I watched myself who did the fine collections, then next day I review the fine paid file.
