So the problem does not seem to be Amazon's ability to handle the 13 digit ISBN but with Innopac/Millennium's failure to take the 13 digit ISBN from the record and pass it to Amazon.
Any clues?

This surprises me. After III fixed my 10/13 problem (it was sending 13
"digits" of a 10, so added things like alk to the end, causing the link
to fail) I experimented with passing the 13 digit, as well as 10 digit,
in the WEBADDRESS, and it worked for either, so I concluded it was
passing 10 for ISBN10 and 13 for ISBN13. But, it still did not work for
BIBIMAGE if it was not ISBN10. Amazon says they will only use ISBN10
for their ASIN, and never ISBN13, which your example seems to
contradict. If they changed their support to include ISBN13, then it
should work, given the other data above.
So, since it does not, I am not sure where the problem lies. Since I am
on vacation, I will likely not experiment right now to figure it out,
but I will read with interest ;-)
