I added an enhancement request for an auditing subsystem a couple days
ago, and I have seen ERs for the same sort of idea for the past couple
years.

This ER could probably be expanded to cover the items that are discussed
in this thread. It seems to all be related. We want a history of
changes, and we want notification of changes, of any kind.
The simplest method would be for the system to write a log entry anytime
a change event happened that you wanted to monitor, just like auditing
in windows server Watching that log for changes, and having another
tool send out notifications would be easy. There is software out there
like logwatch that could handle the notification part.

Oracle users can probably setup something with triggers that would
create a log of certain changes, but I don't know if that is allowed by
III.

That sounds like an enhancement request that I, and probably others,
would support!

Subject: Re: [IUG] III System watch
On a related matter, I would like to have our system automatically
notify (by email or cell phone) our system administrators and III staff
when the control program goes down for any reason other than a routine
backup. That would be very valuable to those of us in small libraries,
that are staffed primarily by students during nights and weekends.
Despite our best written instructions, when control goes down, student
workers will often muddle along for hours without realizing that they
need to call our emergency contacts. If we or III staff were alerted as
soon as the problem developed, we could address the situation promptly
and save lots of aggravation and extra work at the local end.

Subject: [IUG] III System watch
As a systems librarian, I wish if there is a way to notify me when a
change, small or major, took place on our system. I wonder if III has a
way such as in wiki where I got an email alert every time a change has
been made to pages I am "watching". In our case, I will be "watching"
the whole ILS system.
Is it achievable?
