The latter possibly, the former no. This is really a systems level tool
that is intent on detecting intrusions or changes to files/applications.

Alternately, you might also look at 'logwatch' a script that runs and
reports on system usage (logins, etc) and standard on most RedHat boxes
(don't know about solaris). It would show you who's accessed the system
and if they ran as sudo what they did.

In short, there's no tool that's going to audit system changes at the III
level, at best, you're going to have tools that report back hints about
something being done on a given file and by whom.
