I think what they mean is, this field is only retained by the institution
that creates it - i.e. not in the record as it is stored in OCLC. I'm
guessing "archive records" means the copies saved on your computer by
Connexion. Export of course means the copy sent to the ILS... not sure what
OCLC-MARC records are.
In any event, correct me anyone if I'm wrong, but I don't think this should
make any difference to the Innovative system. Seems to me it just writes
the data in the 949b1 to an attached item record, effectively just the same
as doing it by hand.

Currently the library adds a 949 field to the bib. record ( 949 _1 $i
BARCODE $l main $t 1 ) while in Connexion to add a barcode to the item
record.
I'm looking at the cataloging process and would like to add barcodes to the
item record in Millennium only, and to stop using the 949 field.
OCLC's Bibliographic Standards state that this is field is, " ...retained in
archive records, exported records and OCLC-MARC records."
I'd like to know what affects this change from using a 949 field, to adding
barcodes to the item records in Millennium, may have on the catalog?
