Is the 984 tagged as a call number field? I'm not familiar with the
inventory module, but that would strike me as a possible cause.
Also, have you looked into global-updating the 090 and 984 fields?

I am trying to create a inventory list by call number and I am having a lot
of item records not showing a call number(almost ¼ of the records). My
question is where is the call number pulled from in the MARC record or if it
is from another place? We are currently updating our records so all the
call numbers will be in the 050 field (slowly as we only have one part time
cataloger) by fixing bad records that have the call number in the 090 and/or
984 fields.
