Check the MBLOCK fixed field in the patron's record. We discovered that
even a blank field means a block.

I currently have one particular patron for whom I can't renew materials.
I 
receive the following message, "item (item #) cannot be renewed by this 
patron." There are no blocks on the patron's record, nothing wrong in
the 
patron blocks table, etc...

I've only seen this happen very occasionally and have no idea what the
problem 
could be.  Is there something small I'm missing?
