I think you could:
1. Create the first list (bibs where an item has status BILLED or LOST &
PAID), which will include more than you want (bibs with items with
statuses other than BILLED and LOST & PAID). Include only bibs that are
un-suppressed, so that in step 3 you don't un-suppress things that were
originally suppressed.
2. Rapid or global update to suppress all of the bibs.
3. Create a list, based on the first list, of all bibs with item status
that's not BILLED and not LOST & PAID. These are the things that you
didn't want to suppress in step 2 but did.
4. Use rapid or global update on this second list to un-suppress the bibs.
Step 3 is complex, because if you try to find bibs where item status is
not BILLED and item status is not LOST & PAID, you could retrieve a bib
that has one item on it that's BILLED (which satisfies the "not LOST &
PAID" condition) and one that's LOST & PAID (which satisfies the "not
BILLED" condition) and no other items. Instead, you would have to put
in all your other statuses, like "item status = - or item status = ! or
item status = m or ...".
It should be straightforward to do a list of items to suppress.

What I like to do is to suppress all the items that are either BILLED or LOST & PAID and then suppress the Bibliographical records. If bibs have BILLED or LOST & PAID items but also has other items that are stilling circulating, I don't want to suppress them. At Create List, I can easily find the bibs that has items with item status either BILLED or LOST & PAID, but I don't know how to specify that they are the only items.
