We have the exact same problem here with a number of non-reservable materials and essentially, it is a staff-training issue. If you wanted to really get strict with your authorizations, you could limit certain individuals the ability to override hold blocks, but that may be more trouble than its worth - which is what we concluded. If you find a different solution, I would like to hear it!

Hello,
We are on release 2006, 1.0.
We have some item types and a loan rule set up so that they are "non-holdable" by any patron type. For example, patrons cannot place holds on our magazines. However, when a staff member begins to place a hold on one of these titles, an error message pops up telling us that this title is "not reservable" with an Override option. The staff member is able to override with no authorization needed, but the paging option screen does not display.
The title does not show up on any paging list, but a bib-level hold is listed for that title. The hold displays also on the patron's record.
What can we do so that the Override option does not appear for Non-reservable titles? Is this a staff education issue? Is this a password authorization issue? Thanks for any help you can give us.
