In addition to the advice that Mary Strouse gives on load table and
adding 949 fields, there is the problem of overlaying a record with one
OCLC number with a different (and presumably better) record with a
different OCLC number. In that case, you must use a 949 field to
specify which record number to overlay.

you also have to be sure that the bib record you want to overlay on
Millennium is not busy. If the record is open in edit mode by anyone,
or was recently being edited, the record may be busy, and Millennium
will not overlay it. It will instead create a new bib record. If you
think this may be a problem, then make sure that no one else is editing
the record. If you still have a problem overlaying, you can force
Millennium to free up the record. In Catalog mode, click on Admin, Free
Records in Use. Insert the bib record number. You must be sure that no
one is editing the record if you do this. I believe that if you force
it to be freed and overlay the record while someone else is editing it,
the edited version (based on the previous record) will overlay your
overlay.
